About the Portfolio
The Portfolio includes:
- A comprehensive California statewide report in both narrative and graphic format highlighting child care supply, demand, and cost issues in the context of current policy, demographic and labor force trends.
- 58 separate county level reports report in both narrative and graphic format highlighting child care supply, demand, and cost issues in the context of current policy, demographic and labor force trends.
The Child Care Portfolio is a biennial series of statewide and county-by –county statistical reports about child care costs, supply, and demand. Each county’s data is supplemented with data from a variety of other sources (i.e. U.S. Census, California Department of Industrial Relations, Department of Housing and Urban Development, and California Department of Education) and a brief narrative with county specific information.
Data for the report is gathered and analyzed by the nonprofit California Child Care Resource and Referral Network, a statewide organization of state-funded local resource and referral agencies (R&Rs) working to improve the availability, quality, and affordability of child care in all 58 counties. R&Rs connect parent, providers, and policymakers in each county. They offer information to parents on choosing quality care, provide trainings to child care providers in safety, child development and business skills, and assist policymakers by gathering standardized data, identifying key areas of local need in their counties.
Since its release, The Portfolio has greatly enhanced the planning, policy, and advocacy environment for California's families so that decisions about their multiple needs are based on realistic data, and driven by accurate and timely information. The Portfolio has allowed the Network and the local R&Rs to respond to the political changes occurring locally, statewide, and nationally, as term limits and voter appetite for change drive an increasingly large pool of new legislators needing quick digest of complex information. The county profiles have provided a base for thoughtful planning and discussion by legislators, local and state governments, parents, county child care planning councils and First 5 commissions, school districts, urban and transportation planners, social service agencies, and child care professionals, as they work to meet the needs of children, families, and child care providers. Most importantly, The Portfolio has given back to the community the rich and complex information collected through R&Rs' daily contact with hundreds of thousands of parents and child care providers every year.
We have produced six Portfolios, the 1997 Portfolio, 1999 Portfolio, 2001 Portfolio, 2003 Portfolio, 2005 Portfolio and most recently the 2007 Portfolio. We plan to continue updating the Portfolio every two years.
